An owner can safely check three things: whether the register boot is loose in the ceiling or wall, whether visible tape is peeling at accessible joints, and whether the air handler cabinet shows obvious gaps. What you cannot safely or effectively do is seal a pressurized duct system from the outside and expect it to hold - the static pressure in a running system will blow through consumer-grade tape within weeks, and mastic application in a 140-degree attic requires proper ventilation and skin protection.
